Submarine affair probe finds decision-making process put Israel’s security at risk

Israel’s state commission of inquiry into the submarine and naval vessels affair released its findings Sunday, citing systemic failures that endangered national security.

The report said governments made ad hoc decisions instead of setting clear policy and strategy, while the security cabinet failed to shape force buildup despite its responsibility. It warned that handling of allied arms sales to third parties was haphazard and posed security risks.

The commission said the flaws cut to the core of defense procurement and force-building, involving billions of shekels and sensitive cases, including Germany’s weapons sales to third parties.
